Electoral/Legal Expert/Team Leader

Objectives
The mission will be composed of two Experts (i.e. one Team Leader /Electoral/Legal Expert and one Political/Media Expert, The objectives of the mission are the following :
a) Assess all aspects within the scope of an election expert mission of the electoral process in light of international standards for democratic elections and relevant Gambian legislation, advice on whether or not conditions exist for the holding of democratic
elections and make recommendations in the area of electoral reform. Assess the implementation of EU EOM 2008 recommendations and consider the steps the authorities of The Gambia should take in order to improve the election framework.

b) Suggest recommendations on the future EU co-operation towards The Gambia in the area of electoral reform, notably in view of enhancing a common EU approach to The Gambia in the aftermath of the elections;
c) Propose recommendations to the EU Delegation and Heads of Missions on the electoral process. Participate in briefing and debriefing.
d) Identify needs and potential for additional bilateral or EU electoral assistance programs.
e) Present lessons learnt on these elections.
f) Provide Commission services by end of the mission an Executive Summary

 
Durée du projet   2 months
Profile et qualifications requis   - Advanced University degree in Law, Political Science, International Relations or any
other discipline relevant to the assignment, or equivalent professional experience of
at least 11 years in the ar ea related to Lot 7.
General Professional Experience
- At least 10 years of experience in the area related to Lot 7.
Specific Professional Experience
- At least 5 years work experience in the field of electoral assistance and electoral observation and analysis , preferably as part of an EU Election Observation Mission or an EU Election Technical Assistance project, possibly including managing an
electoral observation mission, drafting statements and reports;
- Familiarity with the legal and regulatory framework fo r the election as well as
international and regional standards for elections. In this context the “ Compendium of
International Standards for Elections ” is an important background document 2 ;
- Proven work experience on electoral legislation and good understa nding of election dispute resolution systems;
- Excellent understanding of the functioning of election management bodies ;
- Experience in assessing the media landscape and media framework, according to
international and regional standards, particularly as re gards to elections is an asset;
- Previous experience in the country and/or the region and good networks within the different sectors of society in order to be immediately operational is an asset.
Language skills
- Excellent written and spoken skills in English. Written and spoken French language
skills would be an advantage.
In addition, the Team Leader will present the following profile:
- Excellent communication and inter -personal skills;
- Excellent report drafting skills;
- Coordination and management skills a nd past experience of management in a similar assignment, preferably as Deputy Chief Observer in an Election observation mission or as Chief Technical Adviser in a technical assistance project;
- Proven knowledge and field experience of EU policies and progr ammes in the area of
human rights, democrati sation and good governance;
- Proven work experience in project implementation and budget management of international civilian missions, preferably as part of an EU Election Observation
Mission or an EU Election Te chnical Assistance project is an asset.
- Proven work experience of contractual and budgetary procedures of EC external action and related mechanisms is an asset.
