![]() Post-crisis interventionArmed conflicts, ecological and natural disasters are exceptional situations that call for rapid and flexible deployment of assistance. FEI has successfully completed a number of complex and sensitive needs assessment missions in post-crisis or post-conflict situations at the request of the European Commission through EUNIDA. Its experience with preparing and managing emergency needs assessments missions and, more generally, with the rapid deployment of technical assistance in emergencies has made FEI the leading French agency for civilian management of emergencies.
Its proficiency with rapid mobilisation of all types of experts, development of global methodologies and detailed activity plans, logistical support and ensuring the safety of consultants is critical for effective management of such missions.
FEI has developed great proficiency in the procedures and intervention issues specific to such situations in the field, along with the capacity to adapt to complex situations with multiple partners and mixed funding.
Furthermore, in its capacity as an agency of the Ministry of Foreign and European Affairs, FEI has been entrusted with the operational, administrative and financial management of experts working under the terms of the agreement between France and the World Food Programme. This agreement responds to the needs of the United Nations body with regard to French-speaking expertise in emergency assistance and food assistance.
FEI has carried out several missions led by EUNIDA with EU funding:
- Identification of urgent infrastructure needs for the country’s reconstruction. - Improving criminal investigations at every stage of the criminal law process.
- Assessment of reconstruction needs. - Deployment of consultants. - Presentation of a full technical report to the European Commission.
FEI also deployed consultants on behalf of the World Food Programme to the following areas:
