These contracts may be awarded through calls for proposals, calls for tender, institutional twinning, private agreements or direct contracts signed with donors.
FEI has three types of clients:
FEI offers these clients integrated services, where consultancy is part of the broader context of designing and carrying out projects. The growing complexity of these services is a response to changes in the demand from beneficiaries. FEI works according to professional best practices, combining proven methodology with sufficient resources to achieve the objectives and outcomes defined in the terms of reference agreed with clients. FEI performs its work under a contract setting out mutual obligations that guarantees clients full disclosure of the costs incurred as an unsubsidised public establishment.
As a key player in France’s international cooperation, FEI has developed close relationships with the Ministry of Foreign and European Affairs, diplomatic missions and several bilateral operators, such as French and foreign government entities, consulting firms, embassy cooperation and cultural staff, the French Development Agency, etc.
FEI also provides local authorities with packaging services for their decentralised cooperation projects. FEI provides French local authorities and their groupings and associations with the know-how of an independent, outside body that is active in the field of international cooperation.
Several large local authorities have either delegated FEI to carry out their cooperation projects or called upon FEI to package decentralised cooperation projects requiring expertise from several different levels of local authorities.
